“Not available” instead of “held back”. A premium plugin or theme without a download file, because the licence is not active or the version is bundled with your theme, cannot be installed by anyone. Such a run now ends as “Not available”, shown in grey in History, Recent activity and the results, and it no longer counts as held back. The item tells you what is needed: a licence, or a ZIP you upload once.
Held back still means held back. If a run contains at least one update that failed for another reason, it stays held back and your live site is not touched.
